Ambulance Cover Question? - victorian ambulance subscription

My mother and I are inside the cover of Victoria (AUS), ambulances, and there are two possibilities. Individual or family cover. We wonder whether there is a further option for us. It does not seem right for a family that contains only a mother over 50 years, and pay for a girl of 15 years for the same price as a family of 5! There followed a different plan, or what? Thank you!

As someone who works in the emergency service, worth every penny.
